A thermally and moistur-insulating structural element for roofs, walls floors, foundations, road foundations etc. comprises a mixture of particles of light-weight insulating material, esp. expanded polystyrene, and a bituminous or synthetic resin binding agent. The binding agent may contain a filler, e.g. slate dust and/or asbestos dust and/or cement and/or expanded clay. The mixture may be laid in situ.
