A shock absorbing barrier is provided to prevent a barrier from being damaged or broken and to prevent the accidents of pedestrians by enhancing the strength of a barrier and absorbing external impact. The invention relates to a shock absorbing barrier(100) installed between a road and a footpath, on the outside of a curved road, the parapet of a bridge, or an area for protecting pedestrians from accidents for absorbing external impact or force. The shock absorbing barrier contains plural vertical posts(110) installed vertically to fix the height of the shock absorbing barrier and to support the shock absorbing barrier and composed of a main post body(111) formed to form the external appearance of the vertical post and to couple a bar and at least one or more grooves formed on a post body(111) to couple bars to the vertical posts, and long bars(120) located perpendicular to each vertical post to connect the vertical posts and to absorb external impact and composed of a main bar body(121) formed to form the external appearance of the bar and to couple the bar to the vertical post and a hollow filling member formed in the main bar body to enhance the strength of the bar and filled with foamed concrete(123) to absorb and decrease external impact.
