A method and an apparatus for synthesizing image signals which respectively have a different exposure time are provided to synthesize two color images of a different exposure time and obtain a synthesis image whose color is not distorted and dynamic range is broadened. A minimum value judging unit(603) judges the minimum value from a pixel value of the first image signal, and judges the minimum value from a pixel value of the second image signal. A color gain judging unit(605) determines a color gain of the first image signal by using the minimum value, and determines a color gain of the second image signal by using the minimum value. An adding operation unit(607) adds the pixel value of the first image signal and the pixel value of the second image signal, and acquires the added value. A color gain determining unit(609) determines a color gain according to the amplitude of the added value on the basis of the color gain of the first image signal and the color gain of the second image signal. A synthesis formula operation unit(611) calculates a synthesis value of the two image signals on the basis of the determined color gain.
