The device has a plate, and lower and upper frames (1, 2) overlapped with respect to each other. The two frames are articulated by two knuckles (3) without axles permitting the frames to pivot with respect to each other. The knuckles comprise two disks which are assembled by a squared section ring made of friction polymer, and a cord is fixed on the frame (1). One of the frames is fixed to the ground by two fixation plates (6) at its lower end and is in sliding connection with respect to the plate by its upper end.
