The device has a mobile ratchet (13) in rotation against an elastic unit e.g. compression spring, and comprising a rotation axle (12) supported by rear parts of flanges (8, 9) of a ratchet spanner (6). The flanges comprise annular front parts whose inner faces are supported against a lateral wall of a bell (1) with a functional clearance when the spanner is mounted on the bell. The elastic unit is mounted in a housing of a jacket (47) that has an opening for mounting a lever arm (48), where the jacket is mounted between the rear parts. An independent claim is also included for an assembly formed by a rotation assisting device and a linking unit or bell.
