<p><P>PROBLEM TO BE SOLVED: To provide a controller of a driving device for securing safety even when an abnormality of emergency brake occurs. <P>SOLUTION: An FM-ECU 50 for controlling a driving device including an operation lever 20 to give a travelling instruction to a vehicle by means of a manual operation by a driver; and an emergency brake 400 to stop the vehicle urgently performs vehicle control processing for securing safety when abnormality of the emergency brake 400 is detected. The control processing for securing the safety includes processing for decelerating the vehicle, or the like.
