PROBLEM TO BE SOLVED: To effectively use a plurality of processing execution resources in an information processing system having a plurality of processing execution resources A1 to A4. SOLUTION: The information processing system comprises: detecting a load and urgency necessary for execution of a processing object; detecting a permissible amount of loads for respective processing execution resources A1 to A4: making all processing execution resources standby in a first table if they are not likely to be executed by determining whether or not loads of the processing object are the permissible amount or less at any of all processing execution resources at a high urgency; making a part of processing execution resources standby in a second table if they are not likely to be executed by determining whether or not loads of the processing object are the permissible amount or less at any of the part of processing execution resources at a low urgency; and allotting the standby processing object to the empty processing execution resource by giving priority over the first table rather than the second table.
