PROBLEM TO BE SOLVED: To increase the degree of freedom of setting of a vehicle which is made to preferentially travel, and to reduce the costs of setting in a specific vehicle priority traveling device and method for making a specific vehicle preferentially pass a place where a signal is installed. SOLUTION: This specific vehicle priority traveling device for making the specific vehicle to preferentially pass the place where the signal 4 is installed includes a vehicle number recognition device 2 for reading the registration number of a vehicle during traveling of the vehicle, and for deciding whether or not the vehicle is a priority vehicle which is made to preferentially travel on the basis of a number storage means 2k in which the read number and the registration number of the priority vehicle are preliminarily stored, and for, when it is decided that the vehicle is the priority vehicle, outputting a signal showing the entry of the priority vehicle and a command signal showing from which roadway the vehicle enters and a traffic signal controller 3 for inputting the output of the vehicle number recognition device 2, and for controlling the signal 4 installed on a road for indicating a traffic signal to indicate the signal of a priority passage signal pattern to make the priority vehicle preferentially travel instead of a normal signal pattern.
