PROBLEM TO BE SOLVED: To obtain an oil-in-water type cosmetic for eyelashes, having excellent long effect, volume effect, uniform blackness free from cloudiness and improved storage stability. SOLUTION: The oil-in-water type cosmetic for eyelashes is obtained by formulating≥10 mass% of wax based on the total of the cosmetic with a poly(meth)acrylate, carbon black, a volatile alcohol, a polyhydric alcohol and optionally a fiber.
