PROBLEM TO BE SOLVED: To perform photographing improved of image quality to be used for image recognition. SOLUTION: A control unit 11 within a photographing device 1 is designed to determine whether environment is bright or not (whether in a daytime or night, whether or not driving in a tunnel or under the elevated, etc.) from time information and location information to be provided by a navigation device 22, operation state of a head light 25, and a measured result performed by a luminance sensor 26. A mounting state of a filter relating to a photographing element 14 is to be changed by controlling an actuator 12 based on the determined result, then a visual light is to be selectively photographed when the environment is bright, while a near-infrared light is to be selectively photographed when the environment is dark.
