PROBLEM TO BE SOLVED: To provide a system for executing coding at a fixed compression rate being a target compression rate that executes the coding by taking into account both the compression rate and the image quality (adjusting coding parameters) so as to prevent the effect of image quality deterioration due to the coding from being eminently caused. SOLUTION: An image processing apparatus 120 disclosed herein is configured to additionally include an "image quality discrimination means" that discriminates whether or not desired image quality is achieved even when coded data are affected by the image quality deterioration due to the coding.
