<P>PROBLEM TO BE SOLVED: To provide a variable region detection apparatus for detecting a variable region in an input image by comparing a learned background image with an input image, and for preventing detection omission while suppressing the detection error of the variable region. <P>SOLUTION: This variable region detection device is configured of a first variation detection means 101 for detecting a variable region on the basis of texture information; a second variation detection means 102 for detecting a variable region on the basis of a background difference method; a texture detection means 103; a variation detection means weighting storage means 104; and a variation detection result integrating means 105.
