<P>PROBLEM TO BE SOLVED: To provide a vehicle-starting control device capable of starting a vehicle without giving an uncomfortable feeling. <P>SOLUTION: When a steer-by-wire control device 40 determines that a specified state balanced between a steering wheel rotating angle and a tire steering angle is obtained, the steer-by-wire device 40 outputs a balance concluding signal to a power source ECU90. On the other hand, when a check ECU 85 recognizes that a corresponding portable machine is used, the check ECU 85 outputs an ID code coincidence signal to the power source ECU90. The power source ECU90 outputs an exciting signal to an ignition relay 91 in the condition wherein the balance concluding signal is input from the steer-by-wire control device 40 and the ID code coincidence signal is input from the check ECU85.
