PROBLEM TO BE SOLVED: To provide a printed material with a scratch covering layer capable of preventing classified information from being read improperly and being produced simply and efficiently. SOLUTION: The printed material with a scratch covering layer S is provided which is formed by a substrate 1, a classified information layer 2, a protection layer 3 and a covering layer 4, wherein colors of the classified information layer 2 and the covering layer 4 have the same color, whereby the problem described above is solved.
