PROBLEM TO BE SOLVED: To provide a water-base resin composition which is capable of increasing the content of a non-volatile material (a solid material) in a varnish or a coating composition without deteriorating the easiness of handling, the corrosion resistance of the resultant article and the storage stability of the varnish and is suitably used for a coating, adhesive, fiber binder, concrete primer and the like. SOLUTION: The water-base resin composition contains (A) a modified resin and (B) water. The modified resin is obtained by reacting (a1) an epoxy resin, (a2) a polyoxyalkylene amine compound and (a3) another primary amine at an equivalent ratio of the epoxy equivalent of the epoxy resin (a1) to the aggregate of the active hydrogen equivalent of the polyoxyalkylene amine compound (a2) and that of the other primary amine (a3) of (a1)/[(a2)+(a3)] is in the range of 1.0/1.0-1.0/1.5.
