PROBLEM TO BE SOLVED: To generate a high compression file maintaining high picture quality by creating and sharing encoded data of a background which is common between pages when generating a file from image data of a plurality of pages. SOLUTION: A plurality of the page images are read in a page unit (S101). Page processing is done for the read page image (S102). In the page processing, the character image and the background image are separated. Moreover, the background image is divided into predetermined image blocks, the image block is compared to the same position of the last page in a pixel block unit, and the common pixel blocks and page proper pixel blocks are separated. In the way, if reading of all pages and the page processing are finished, a page image is generated from the character image of each page and the page proper background image (S104).
