PROBLEM TO BE SOLVED: To provide a surface coated cutting tool having a hard coating layer exhibiting excellent chipping resistance in high-speed cutting material hard to machine. SOLUTION: The following hard coating layer is formed by vapor deposition on the surface of a cemented carbide base or a cermet base. The hard coating layer includes an upper layer and a lower layer formed of (Ti, Al, V, Cr) N, wherein the upper layer has the average layer thickness of 0.5 to 1.0μm, the lower layer has the average layer thickness of 2 to 6μm, the upper layer has an alternately stacking structure of a thin layer A and a thin layer B, both of which have average layer thickness per layer ranging from 5 to 20 nm (nano meter), the thin layer A is formed of a (Ti, Al, V, Cr)N layer satisfying a specified composition formula: [Ti<SB>1-(A+B+C)</SB>Al<SB>A</SB>V<SB>B</SB>Cr<SB>C</SB>]N, the thin layer B is formed of a (Ti, Al, V, Cr)N layer satisfying a specified composition formula: [Ti<SB>1-(P+Q+R)</SB>Al<SB>P</SB>V<SB>Q</SB>Cr<SB>R</SB>]N, and the lower layer is formed of (Ti,Al, V, Cr)N layer satisfying a specified composition formula [Ti<SB>1-(X+Y+Z)</SB>Al<SB>X</SB>V<SB>Y</SB>Cr<SB>Z</SB>]N.
