Disclosed are a semiconductor device capable of efficiently radiating heat that is generated from a semiconductor element and having excellent reliability, a light emitting device, and method of manufacturing the semiconductor device. The light emitting device has a light emitting element, a heat radiation member having an upper surface on which the light emitting element is mounted and also having a lower surface, first and second leads, and an insulating resin for holding the first and second leads such that the leads are separated from the heat radiation member. An inner lead of the first lead and an inner lead of the second lead are held at positions lower than the upper surface and higher than the lower surface.
