PROBLEM TO BE SOLVED: To reduce processing load in realizing a picture-in-picture function.

SOLUTION: A second video image to be displayed as picture-in-picture has an SD size, and a region is divided to record a desired video image. Decoding is performed as the SD size, and the video image is displayed on each desired region depending on the position information of each region. Thus, processing amount can be reduced and a sufficient effect can be obtained as picture-in-picture.
