<p><P>PROBLEM TO BE SOLVED: To perform high-accuracy bit rate control without performing looking-ahead of moving image data during trancoding. <P>SOLUTION: A GOP structure of input moving image data is predicted, a basic allocation code amount for a picture type predicted based on the predicted GOP is calculated, an adjusted allocation code amount adjusting the basic allocation code amount is calculated, and a differential code amount between the basic allocation code amount and the adjusted allocation code amount is accumulated. If a picture type of a picture to be encoded is different from the predicted picture type, the adjusted allocation code amount is allocated to the picture to be encoded but if the picture type of the picture to be encoded is identical to the predicted picture type, an allocation code amount adding a code amount distributed from the cumulative code amount to the basic allocation code amount is allocated to the picture to be encoded. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
