<p><P>PROBLEM TO BE SOLVED: To solve the problems that a coding amount is unknown in CABAC until processing is completed, and hence the coding amount of a macroblock is unknown until after CABAC; and rate control having a high response cannot be made. <P>SOLUTION: A conversion table is referred to by an encoding amount estimator 104 based on the quantization value of a quantization section 101, and the encoding amount after CABAC is estimated. Based on an estimated encoding amount, a rate control determination section 105 returns encoding conditions (quantization variables QP, I_PCM, or a skip mode) according to the amount of control to a prediction processor 100 and the quantizer 101, thus realizing the rate control. <P>COPYRIGHT: (C)2007,JPO&INPIT</p> |
