A PEM screw for fixing a circuit board and a manufacturing method thereof are provided to promptly install the circuit board on a module base by easily performing caulking work in the module base through a caulking unit in a shape of a bevel gear. A manufacturing method of a PEM screw for fixing a circuit board includes the steps of: forming a coupling unit by protruding a part of an upper end of a cylindrical screw body with narrowing an external diameter through a forging work; forming a circular mounting piece by performing the forging work at a lower end of the screw body, a bevel gear-shaped caulking unit having a plurality of threads at regular intervals, and a mounting surface by forming an upper surface of the screw body at a right angle; and forming a coupling screw by forming a male screw at the external diameter of the coupling unit of the screw body having the caulking unit and the coupling unit through a rolling process.
