<P>PROBLEM TO BE SOLVED: To provide a document management apparatus and method capable of managing a document while maintaining the consistency of its content by managing document data uniformly and allowing a variety of users to operate the apparatus. <P>SOLUTION: An image forming apparatus 1000 is provided with a scanner part 1002 for scanning a paper document to convert it into document data and a document storage part 1008 for storing the document data. The apparatus is also provided with a history storage part 1007 for maintaining history of user operation of the document data in association with whether or not the user operation is managed as processing to be controlled. Then, user operation with respect to the document data is received from an operation part 1001.
