PROBLEM TO BE SOLVED: To provide a data control device free from a bottleneck in performance and reliability concerning maintenance of data synchronization. SOLUTION: An integration control part 100 provided to one of a plurality of data control devices for controlling a plurality of databases with data synchronization to be maintained comprises a request determination part 110 for determining whether or not the control of data synchronization is necessary among the plurality of the databases regarding a first access request issued by a client, an independent access part 120 which issues the first access request to its own database when the data synchronization is determined not necessary, a collaboration master part 130 that occupies all the other data control devices, transfers the first access request to all the other data control devices, and issues it to its own database when the data synchronization is determined necessary, and a collaboration service part 150 that issues a second access request transferred from the other data control devices to its own database.
