PROBLEM TO BE SOLVED: To provide a plug opening device for a fluid valve capable of determining a turning direction of the existing fluid valve having two kinds of fluid valves, a right plug opening fluid valve and a left plug opening valve, and capable of accurately and smoothly turning the fluid valve. SOLUTION: The plug opening device 10 for the fluid valve 5 connected to the fluid valve 5 for opening at least a valve element 7 by turning a valve stem 6 comprises at least an attachment part 11 capable of being assembled to an existing turning part 6a, a main body part 15 integrally formed with the attachment part 11, and a turning part 13, and is further provided with determination means 16 and 18 for determining that the turning direction of the valve stem 6 opening the valve element 7 is right turning or left turning in the plane view of the existing turning shaft 6a.
