<P>PROBLEM TO BE SOLVED: To convert the gray scale so that a video having a smooth change in the gray scale can be displayed. <P>SOLUTION: A video signal DVa is sequentially inputted into a shift register 21. Using the pixel signals held by the register 21, it is determined whether a signal level difference between the pixels is within a preset value using subtractors 221p and 221q and gates 226p and 226q. When the signal level difference between the pixels is, for example, 1 bit, consecutive pixels whose signal level is the same as a signal level PD2 of the pixel immediately before that signal level difference occurs are identified by subtractors 222p-224p and 222q-224q, inverters 230p, 230q, 231p, and 231q, and gates 232p-234p and 232q-234q. An amount-of-change setting section 251 averages an amount of change LS in signal level between the pixels and sets the averaged value for the identified consecutive pixels.
