PROBLEM TO BE SOLVED: To provide a permanent cathode suitable for producing electrolytic copper for an anode used for producing electrolytic copper powder, to provide electrolytic copper for an anode used for producing electrolytic copper powder obtained by the cathode, and to provide a method for producing electrolytic copper powder using the electrolytic copper for an anode.

SOLUTION: The permanent cathode 1 for copper electrolytic refining has non-electrodeposition holes 2 at the upper part of the electrode plate and also the part being a copper deposition part at least at two or more places. The electrolytic copper anode for producing electrolytic copper powder having non-electrodeposition holes is obtained by using the permanent cathode 1 in a copper electrolytic refining process. The method for producing electrolytic copper powder is characterized in that the electrolytic copper anode for producing electrolytic copper powder having non-electrodeposition holes and an electrolytically conductive busbar for electrolysis are held and connected with each other with a tool for suspension and also for electric conduction.
