PROBLEM TO BE SOLVED: To fix the thickness of a developer layer on a developing sleeve 13 in any case, immediately after feeding (installing) a developer (toner) from a completely absent state of the developer in a developing device or when the charging quantity of toner is increased after the lapse of a certain time, and to prevent the occurrence of a random black point and the density reduction of an image as to the developing device having the developing sleeve 13 allowed to be rotated oppositely to a photoreceptor drum 15 and having a magnet 17 arranged in its inside and constituted so that a one-component developer is carried on the developing sleeve 13 while regulating the thickness of the developer layer by a layer thickness regulation member 14 having a magnet 14b arranged on the upstream side of the rotational direction of the developing sleeve 13 to develop a latent image on the photoreceptor drum. SOLUTION: The magnetic pole S1 of the magnet 17 arranged in the developing sleeve 13, which is opposed to the layer thickness regulation member 14, is rotated with the lapse of time so that the thickness of the developer layer on the developing sleeve 13 is approximately fixed.
