PROBLEM TO BE SOLVED: To provide a flat display device having improved picture quality, a method and an apparatus for manufacturing the flat display device, and a method and an apparatus for controlling the picture quality of the flat display device. SOLUTION: The method for manufacturing the flat display device comprises: a step for judging a panel defect area and a non-defect area of a display panel; a primary panel defect compensation step for generating first compensation data for electrically compensating the panel defect area and modulating the panel defect area data into the first compensation data; a step for judging luminance appearing from a boundary between the panel defect area and the non-defect area of the display panel after the primary panel defect compensation step; a secondary panel defect compensation step for generating second compensation data for electrically compensating the boundary and the panel defect area and modulating the data of the boundary and the panel defect area into the second compensation data; and a step for adding the first compensation data to the second compensation data to calculate final compensation data and storing the final compensation data in a data modulation memory built in the display panel.
