PROBLEM TO BE SOLVED: To provide a valve open close timing control device capable of providing optimal valve open close timing at a time of start according to a condition of an internal combustion engine, and inhibiting strike noise of members at the time of start. SOLUTION: This device is provided with a retarding chamber moving relative rotation phase between a drive side rotation member and a driven side rotation member to retarded angle by supply of fluid and an advancing chamber moving the same to advanced angle, a lock mechanism capable of restraining relative rotation phase in a lock phase, a phase displacement regulating mechanism capable of regulating relative rotation phase in a phase displacement allowable range, and a fluid supply and discharge part supplying and discharging fluid to and from the retarding chamber, the advancing chamber, the lock mechanism and the phase displacement regulating mechanism. Fluid is supplied to one of the advancing chamber and the retarding chamber and fluid for releasing restraint at the lock phase is supplied to the lock mechanism after filling before start during which another of the advancing chamber and the retarding chamber is filled with fluid before start of cranking is performed at a time of start of the internal combustion engine of which relative rotation phase is restrained at the lock phase.
