<p><P>PROBLEM TO BE SOLVED: To solve the problems that address systems (network) have to be unified when points are connected by L2VPN; that there is the possibility of the occurrence of address overlapping and network inconsistency by a setting error, when a user manually sets an address, and that it is redundant to be connected to the Internet via a VPN and that such a redundant path is demanded to be prevented, when points are connected by L2VPN. <P>SOLUTION: A CE router, that serves as a representative among CE routers constituting the VPN, decides on the address that the other CE router will distribute inside a LAN. The decided address is included in a control message at VPN establishment and distributed to the CE router. In addition, the control message at VPN establishment includes a MAC address to be used by the CE router in the LAN.
