PROBLEM TO BE SOLVED: To provide a disaster management apparatus and a disaster management method that enable rescuers and neighbors to easily find buildings where there are persons in need of rescue and promote promptly for those who have found the buildings to rescue persons in the buildings. SOLUTION: Upon the notification of disaster detection from a disaster detection device 7, a residence determination means 16 determines whether or not there have been any persons in any rooms in a building for a fixed time, and if the determination is that there have been any persons for the fixed time, a residence report means 17 lights or flashes a light emitter 9 disposed on the outside of the building.
