PROBLEM TO BE SOLVED: To achieve stable data transmission corresponding to states of delay waves and Doppler shifts. SOLUTION: A guard interval length, an IFFT operation speed, and an IFFT input data arrangement, which are selected corresponding to a deterioration degree after reception quality deterioration due to the delay waves and the Doppler shifts is judged by a receiver, are stored in a GI length setting part 108, an IFFT operation speed setting part 109, and an IFFT input data arrangement setting part 110, which are provided to a transmitter 100, by a shared means. A sub carrier frequency interval (an OFDM symbol length) and the guard interval length are updated in arbitrary periods while maintaining a frequency bandwidth of an OFDM signal transmitted on the basis of the shared information at a constant level in the transmitter 100.
