<p><P>PROBLEM TO BE SOLVED: To permit the use of content only within an originally permitted range and copy a license without processing, such as unnecessary SAC establishment. <P>SOLUTION: A license management apparatus 2303 is composed of a card part 2610 and a terminal part 2620. The card part 2610 has a unique information management means 2611, a domain information management means 2612, a contract information management means 2613, an accumulated license generation means 2614, an accumulated license management means 2615, an output license generation means 2616 and a content use control means 2617.
