PROBLEM TO BE SOLVED: To provide an apparatus for controlling utterance capable of activating a conference by effectively controlling utterances and reducing impartiality of the utterance right independently of positions of utterance parties. SOLUTION: A zone dependent voice collection section 3 detects voice signals by each zone, an utterance detection section 4 detects an utterance start time, an utterance consecution time, and an utterance detection zone, and an utterance history recording database 5 accumulatively stores them. An utterance control determination section 6 detects an utterance control zone wherein an "overtalk" conference participant is located on the basis of information or the like of the utterance history recording database 5, an utterance control processing section 7 controls a delay voice generating section 8 and a voice provision section 9 on the basis of results of the detection and the information detected by the utterance detection section 4 to execute utterance control for the utterance control zone by feedback voices and controls the strength of the feedback voices in the case of the utterance control.
