PROBLEM TO BE SOLVED: To provide a compact electric double-layer capacitor including a polarizable electrode consisting of a marketable material, that does not require a specific manufacturing process, such as activation processing, and capable of storing a larger quantity of electricity. SOLUTION: The electric double-layer capacitor includes the polarizable electrode 11, a separator 16, an organic solvent 15, and a collecting electrode 17. The polarizable electrode 11 comprises a positive pole 11A with a chief composition, consisting of activated carbon, and a negative pole 11B consisting of mechanically pulverized graphite. It is preferable that the mechanically pulverized graphite have a specific surface area of 300 to 800 m<SP>2</SP>/g, and have X-ray diffraction peak intensity on the (002) plane being 0.5 to 5% of the X-ray diffraction peak intensity of the (002) plane of pure graphite.
