PROBLEM TO BE SOLVED: To provide a decontaminating apparatus having a high decontaminating capacity and producing only a small amount of secondary waste, and also to provide a decontaminating method. SOLUTION: The decontaminating apparatus comprises: a processing vessel 2 which stores a liquid P and an object matter W to be decontaminated; a high-pressure pump 3 for feeding the liquid P at a high pressure; a nozzle 4 supplied with the liquid P by the high-pressure pump 3 for causing a cavitation jet J in the liquid P within the processing vessel 2; an abrasive particle feeding unit 6 for feeding abrasive particles A into the flow of the cavitation jet J caused by the nozzle 4; and an abrasive particle recovering unit 7 for recovering the abrasive particles A from the vessel 2 and feeding the particles A to the abrasive particle feeding unit 6.
