PROBLEM TO BE SOLVED: To provide a measuring apparatus capable of highly accurate measurement regardless of the inclination of a stopping position of a tanker, and to provide its measuring method. SOLUTION: The measuring apparatus includes: liquid surface measuring means (22, 23) for measuring the levels of the surfaces of liquids loaded in corresponding hatches (21), a lengthwise inclination measuring means (24) for measuring the lengthwise inclination of the vehicle, a widthwise inclination measuring means (25) for measuring the widthwise inclination of the vehicle, and a measuring control means (control unit 10). An amount of oil loaded in each hatch (21) is measured from the measurement result of the liquid surface measuring means (23) and the measurement results of the lengthwise inclination measuring means (24) and widthwise inclination measuring means (25).
