PROBLEM TO BE SOLVED: To improve refinement efficiency in a RH degasification-refining process by sufficiently securing a circulation flow rate of a molten steel. SOLUTION: A cross-sectional area (S) of a channel for the molten steel in a vacuum chamber 1 is set at an area equal to or larger than a cross-sectional area (S) of at least any one of two circulation dip tubes 2 and 2. A vertical length (L) between slag and the lower end of a lower flange 6a installed in the dip tube 6 is set at 100 mm or longer, a vertical length (M) between the slag and a steel shell of a chamber bottom of the vacuum chamber 1 is set 500 mm or longer, and a vertical length (N) between the slag and the lower end of the dip tube 6 is set at 300 mm or longer.
