<P>PROBLEM TO BE SOLVED: To make forgery or impersonation difficult and ensure security by previously recording the biological information of a drawer and ID information of a personal check in the check, when a financial institution issues the check. <P>SOLUTION: A compact IC is embedded in the check, and the biological information of the drawer that is an issue destination and the ID information of the check are previously recorded in the check, when the financial institution issues the check. A PROM or a ROM is used as the storage area for the IC, and information once written cannot be falsified. In the financial institution, the ID information and the biological information of the drawer previously recorded in the check are associated and are stored as a DB.
