PROBLEM TO BE SOLVED: To perform an information transmission in a reception state where communication is not easily realized. SOLUTION: In a communication system which can make a packet length longer or shorter, insertion of a plurality of pilot signals is made possible. An arrangement which can desirably determine a location into which the pilot signal is inserted, e.g. the number of pilot signals per packet, and a location (location from a starting bit of a packet of each pilot signal starting bit) of each pilot signal can be desirably set. It becomes possible to make the number and the location itself mean information to be transmitted. It becomes possible to make the pilot signal within the packet mean e.g. especially important information within information transmitted/received, e.g. a vehicle location (longitude and latitude). Since the waveform of the pilot signal has been already known to both of the transmission side/reception side, the pilot signal part can be easily decoded even if the decode of other parts of one packet is imperfect or disable.
