PROBLEM TO BE SOLVED: To provide a steering wheel driving device capable of properly coping with a trapped object by the operation of a steering wheel. SOLUTION: A steering angle sensor 30 generates a pulse signal having a pulse width to be increased more as rotating speed of the steering wheel 22 is reduced more, and outputs the signal to a steer-by-wire control device 40. The steer-by-wire control device 40 monitors pulse width of the pulse signal input from the steering angle sensor 30, and while detects a trapped object by the steering wheel 22 on the basis of an increase of the pulse width. When the steer-by-wire control device 40 detects the trapped object by the steering wheel 22, the steer-by-wire control device 40 drives the steering wheel 22 to reverse.
