PROBLEM TO BE SOLVED: To provide an information processing system for performing the optimal control as a whole system. SOLUTION: This information processing system is configured of a plurality of master equipment and a plurality of slave equipment having master/slave relationship, wherein at least two arbiters are introduced. Then, the equipment whose access frequency to the plurality of slave equipment is low among the plurality of master equipment is connected to the first arbiter. Then, the equipment whose access frequency to the plurality of slave equipment is high among the plurality of master equipment, the first arbiter and the plurality of salve equipment are connected to the second arbiter.
