PROBLEM TO BE SOLVED: To provide a powder dispersion for coating suitable for forming a coating layer which is excellent in flame resistance and heat resistance. SOLUTION: The powder dispersion for coating comprises a liquid dispersing medium, hollow or porous inorganic powder dispersed in the dispersing medium, a first component dispersed in the dispersing medium and having function as a binder at normal temperature region, and a second component dispersed in the dispersing medium and having function as a binder at a high temperature region than normal temperature. The preferable dispersing medium is water, preferable inorganic power is Sirasu balloon (volcanic ash), the preferable first component is sodium silicate, and the preferable second component is starch when the dispersing medium is water.
