PROBLEM TO BE SOLVED: To provide a route creating device and method capable of creating a route from a start point to an end point according to the characteristic of an obstacle. SOLUTION: First, a route is created by a means capable of guaranteeing arrival capability at the end point from the start point, and then the route is deformed using a boundary condition according to the characteristic of the obstacle.
