An image processing apparatus, an image processing method, an image processing program, and a recording medium for storing the program are provided to reduce the throughput for color conversion by converting an input image in the block unit into pallet color information where the number of pallet colors is less than the number of pixels of each block so as to reduce the number of colors for color conversion. A block pallet conversion unit(2) converts an input image in the block unit into pallet color information and selection information for selecting one of the pallet colors for each pixel. The number of pallet colors is less than the number of pixels for the block in the pallet color information. The first color conversion unit converts performs color conversion on the pallet color information. A restoration unit(4) selects one of the pallet colors in the pallet color information, which is color-converted by the first color conversion unit(3), according to the selection information for each pixel, to restore an image.
