PROBLEM TO BE SOLVED: To provide a developing system for liquid development capable of changing developer concentration at the time of a developing nip between an image carrier and a developing roller in accordance with the kind of transfer material, and to provide a developing method for liquid development. SOLUTION: The developing system has an input means I for inputting the kind of transfer material, and a control means C for controlling the revolving speed of a developer supply roller 32, and the revolving speed of a bias applying roller 22 or the bias of the bias applying roller 22 in accordance with output from the input means I. When the input means I inputs that it is transfer material rougher than plain paper, the control means C controls so that the revolving speed of the developer supply roller 32 may be higher than a reference value and also the revolving speed of the bias applying roller 22 or the bias of the bias applying roller 22 may be higher than a reference value.
