PROBLEM TO BE SOLVED: To provide a cleaning device which is capable of preventing the occurrence of spotty stains to maintain an image quality even if the amount of toner stuck on an image carrier is varied by some abnormality, and a process cartridge and an image forming apparatus including the same. SOLUTION: A controller being a control means controls a contact period with which and a contact time for which a second cleaning blade 12 being a polishing member of a photoreceptor cleaning device 6 is brought into contact with a photoreceptor 1 being an image carrier, in accordance with a detection result of a P sensor 10 being a toner stuck amount detection means.
