PROBLEM TO BE SOLVED: To improve the chattering resistance of a valve against an external force on an engine when the valve is fully closed. SOLUTION: In addition to a coiled spring 7 stored in the casing 6 of a negative pressure type actuator 4, a first coiled spring 8 is added to provide a spring load in the valve closing direction when the valve is fully closed. Therefore, a valve retaining load when the valve is closed is increased by the amount equivalent to the spring load of the first coiled spring 8 without changing the specifications of the coiled spring 7. The chattering resistance of the valve against the external force on the engine when the valve is fully closed can be improved. Since the impact load when the valve is seated can be relieved by disposing a second coiled spring 9 to absorb the impact load when the valve is seated, the operation durability of a diaphragm 5 can be enhanced.
