PROBLEM TO BE SOLVED: To provide an apparatus for treating ballast water capable of securely perishing bacteria in ballast water and preventing a discharge of a hazardous material, and a method for treating it. SOLUTION: The apparatus comprises a chlorine bactericide supply device 6 for supplying a chlorine bactericide to sea water poured into a ballast tank in a ship and/or sea water discharged from the ballast tank, a retention tank 7 for retaining the sea water supplied with the chlorine bactericide for a predetermined time, and a chlorine reducing agent supply device 8 which is provided on the downstream side of the retention tank 7 and supplies a chlorine reducing agent to the sea water retained in the retention tank 7 for a predetermined time.
